Government tax it is possible that the Central

Government will have some objection to its

being imposed and the Foreign Office are

telegraphing to H.M. Ambassador in China, to whom

the telegram at 18 has been repeated, and asking

for his views. In the meantime, they suggest

that we should telegraph to Hong Kong as in

draft herewith.
